Jimbe Facts- In the one piece anime jimbe has the title of warlord which is a pirate that is "legally" allowed to be a pirate and works for the navy when they call(if the warlord wants to, that is). he uses a martial art technique known as "fish man karate". it is a technique that only fishman can use (so far). it is able to munitulate water either from the human body or the water in the ocean or sea.

Pros -he is stronger and faster in the water
Cons-weaker on land


Neji Facts- In the naruto anime neji is part of a clan called Hyuga clan. This clan is unqiue because of their ability to control nd active the "Byakugan" which has the ability to see people's charka points nd charka channels.

Pros-able to make quick decision about watching and calculating infomation
Cons-Has a blind spot between eyes nd the back of his head

i believe jimbei wins for the fact his control over water is just as if not more powerful than most water jutsu in naruto, combine that with the fishmen karate, he's basically a more powerful version of kisame. Neji would not be able to last for very long against him, even with the byakugan.
